The Digital Policy Office’s Hong Kong Generative Artificial Intelligence Technical and Application Guideline (version 1.1, December 2025) gives practical guidance to developers, service providers and users of generative AI. It is guidance, not law, and the most practical local playbook for adopting generative AI responsibly.
